Senior Serviced Residences – Integrated Housing and Care Model
Ruissalo Foundation develops and operates Senior Serviced Residences that integrate accessible rental housing with flexible support and care services. The model is designed to promote ageing in place, autonomy, and continuity of everyday life, while enabling timely access to assistance as needs evolve.
Housing consists of fully accessible studio and one- and two-bedroom apartments, designed to be adaptable over time. Residents furnish and personalise their homes themselves, supporting independence, identity, and a sense of home. Balconies or terraces form an integral part of the living environment and support wellbeing and connection to the outdoors.
Integrated Living Environment
The Senior Serviced Residences combine private housing with shared facilities and services in a single, coordinated framework. Communal spaces support social participation, physical activity, and daily interaction, and typically include dining facilities, cafés, common indoor and outdoor areas, and recreational spaces.
In line with European principles of choice, proportionality, and user-centred services, all support and care services are optional and individually tailored. Residents may live independently, use selected services, or increase support gradually without the need for relocation.
Care, Safety and Support
Care and support are organised through a non-institutional, home-based care model. Professional staff are available or on call 24/7, ensuring safety and continuity while preserving a residential character.
Core elements include:
- Emergency call and alarm systems with location support
- Home care and nursing services delivered in the resident’s own apartment
- Assistance with daily activities based on assessed need
- Housekeeping and practical support services
This approach supports functional ability, prevents unnecessary institutionalisation, and aligns with EU policy objectives on integrated care and sustainable long-term care systems.
